$100M Brown coal to Hydrogen fantasy going ahead

Recent News says this is actually going ahead!!
From TheAge 28 Oct 2018 “Planning Minister Richard Wynne fast-tracks coal-to-hydrogen project” and statement
But its viability is dependent on the ability, still unproven, to sequester carbon emissions from the brown coal”
Does this mean that the “unicorn” of CCS(carbon capture and storage) is finally in captivity? Surely Victoria cares more about its reputation than to do this ridiculous tiny project without CCS?

And why hit taxpayers for $100Million to produce as little as 3 tonnes of hydrogen? Why not just ship a few container loads of brown coal to Japan so they can have the glory themselves of doing something so hopelessly inefficient and damaging to climate?
What’s it really about? Just bragging rights/photo op for tiny amount of hydrogen powered something or other at Tokyo Olympics?
What kind of loony tunes world is Australia turning into?
