Insurance shortfall for world’s poorest

Needless to say, victims of biggest ever typhoon in the Philippines have no insurance. This story continues, about reinsurance companies, companies insuring retail insurance companies, for big disasters, have increased premiums by as much as 90%, for Florida, where government subsidies are now cancelled. For NOT poor folks in Florida, one big storm could bankrupt the whole State!
