Targets including 30% reduction in emissions from heavily polluting industries are to be introduced. Does this take the shine off excessive Australian investment in fossil fuels?

Another new measure – PM2.5 pollution,  fine particulates, less than 2.5 microns.  This pollution is considered particularly dangerous to health, as fine particles can lodge deep in lungs and enter the bloodstream. Australian coal miners refuse to monitor PM2.5.

On more than one occasion the US embassy in the city, which monitors air quality in Beijing, and publishes the results on a Twitter feed, described the levels as “beyond index”.
