at last, with Senior Risk Officer for Insurance Council of Australia, Groundswell drew attention to this in public forum more than 10 years ago. When you find out insurance is exempt from your claim, liability buck stops with Council. Can they claim against DELWP for under estimating? Should Council adopt data from Insurance Council?
