High Speed Rail better than flying Tiger

Government-commissioned HSR Phase 2 report from AECOM released earlier this year, reported high capital cost and marginal viability. Review by Zero Emissions reveals that modified routing can reduce high capital cost of tunnelling and that poor viability is fixed when travellers pay average rather than all heavily discounted air fares used in the report.
